Hello Peter, 

Thank you for your invitation to attend the meeting arrranged for November 15th with local residents in Thornaby. As we discussed on the phone, this is not possiible as I first need to take a report to the Cabinet of Stockton Borough Council to outline the issues arising from a review of Parkview, and to request that we begin a period of consultation. If that is agreed I will be happy to attend a meeting.  

You asked for some information which can be shared publicly when you meet next week. I can confirm;  

No decision has yet been made about Parkview residential home. There has been a review of the service, and no one is currently being admitted whilst the review is underway. A report will will be considered by Cabinet in December, with a recommendation that we have a period of wide consultation  

There are 32 beds in Parkview with 15 residents. No-one has chosen Parkview as a permanent placement since November 2006, and there have been many vacancies for many years. The building is over 50 years old and requires considerable work to maintain it at the present standard. It does not offer ensuite facilities, residents use communal toilet and  bathroom facilities.  

Alternative provision in Thornaby has increased since 2002, there are 107 additional residential beds in Mandale House and Ingleby.There are also 50 new units of extra care at Parkside Court. Increasingly families are choosing establishments like this where  care is provided , but residents have  their own front door and more independence.  

Can I stress again that no decision has been made, and there are no alternative plans for Parkview, but we do need to consider the review implications.

Ann, could you answer me a question re funding for residents in care homes.
Am I right in thinking that some residents unfortunate enough not to be able to afford to pay their own fees for residence in care homes are subsidised either partially or wholly by the local authority Social Services department.
If this is the case then would it be better spending council`s money by paying into a council owned home rather than subsidising private business.
I also notice on the latest available CSCI reports for all of the homes suggested as alternatives to Parkview have outstanding items and recommendations to carry out whereas Parkview has none and is rated Good to Excellent..
